Project Description
In the transport concept Cottbus (target public transport network in 2020) it was established that for different variants of a network extension of the tram the construction feasibility and cost effectiveness should be investigated.
As part of the feasibility study it was to be assessed what types of route expansion in three parts of town with regards to construction, cost-related, urban and transport planning and environmental planning issues are possible. A further matter for examination was whether the expansion of the Cottbus tramway traffic generated an economic benefit to the overall project and thus a basic financial eligibility (e.g. in the sense of community transport Financing Act) is met.

- Analysis of existing planning documents
- Planning of the routes in each of the three areas with two to three variants taking into consideration factors such as traffic feasibility, urban planning, environment, land availability, capital and operating costs
- Potential estimation based on existing structure and traffic demand data
- Public transport operating concept for different scenarios with a focus on traffic effectiveness, efficiency, operational feasibility and cost effectiveness
- Modeling of the public transport service using the VISUM transport model and calculation of the demand for transport of the different variants
- Economic evaluation on the basis of standardized assessment of given cost rates and methods
